Funding for the 84 TPP five-year grants has been reduced to three and will end in June 2018. North Carolina is home to 5 of these grantees and these TPP grants are one of NC's largest funding streams for teen and unplanned pregnancy prevention. The reasoning behind TPP budget cuts is that teen pregnancy is no longer an issue among American youth and families, and the proposed replacement is an abstinence-only education program that "supports an evidence-based approach defined as voluntarily retaining from non-marital sexual activity." I don't know what "evidence" this administration has cooked up, but teen pregnancy is still very much an issue for many Americans and countless research studies (and observational evidence in the form of teaching a 14-year-old father and graduating with countless other teen parents) have shown abstinence-only education programs to be ineffective at preventing unintended pregnancy and sexually transmitted infections; whereas, evidence-based TPP programs have been shown to have a positive impact on preventing teen pregnancies, STIs, and sexual risk behaviors.
